Creates the Mississippi Regional Pre-Need Disaster Clean Up Act authorizing the Department of Finance and Administration to enter into nine regional pre-need contracts (one per Mississippi Emergency Management Association district) for disaster-related solid waste collection, disposal, and monitoring services.

Allows counties and municipalities to opt into these pre-need contracts at the time of a disaster event, with the county or municipality assuming full payment responsibility to the contractor for services provided.

Contracts must be bid through public advertising posted on the Department of Finance and Administration web page for at least ten consecutive days, with bid opening occurring after the posting period.

Contracts may be entered into for an initial one-year term with an option for one additional one-year extension following public bidding procedures.

Exempts these pre-need disaster contracts from the provisions of Section 17-13-11 and clarifies that participation by counties and municipalities is voluntary, not mandatory.
