Amends Section 49-15-21 of the Mississippi Code to expand the police powers of Department of Marine Resources enforcement officers to include enforcement of all federal laws within state jurisdiction and waters.

Enforcement officers retain their designation as peace officers with full police power to enforce state laws, regulations, and federal laws related to waters and resources under state management.

Clarifies that the department (rather than a commission) oversees enforcement officers and maintains authority over reserve officer training, equipment, and operations.

Requires reserve officers to complete law enforcement training at the Mississippi Law Enforcement Officers' Training Academy and sign reimbursement agreements if they accept employment with other law enforcement agencies within three years.

Takes effect July 1, 2023.
