Deletes the July 1, 2023 repeal date on Section 27-19-81(4), allowing harvest permits for vehicles hauling agricultural and forest products to continue indefinitely, with a $25 annual fee per vehicle.

Creates the Strategic Multi-Modal Investments Fund administered by the Mississippi Department of Transportation to provide grants for airport, port, and rail infrastructure projects throughout the state.

Establishes the Strategic Multi-Modal Investments Advisory Board consisting of representatives from the Mississippi Economic Council, Manufacturers Association, Farm Bureau, Railroad Association, Ports Council, Airports Association, and Economic Development Council to provide nonbinding advice on fund expenditures.

Requires the Department of Transportation to prioritize projects that leverage federal funds, provide positive economic returns, and ensure equitable distribution of funds between recipient types and rural areas.

Authorizes the Department of Transportation to promulgate rules and regulations for implementing the fund and permits the use of Strategic Multi-Modal Investments Fund monies to match other federal funding programs when allowable.
