Establishes the Mississippi Fully Autonomous Vehicle Enabling (MS FAVE) Act of 2023, allowing Level 4 and Level 5 automated driving systems to operate on public roads without a human driver if the system can achieve a minimal risk condition upon failure and complies with traffic laws.

Requires operators of fully autonomous vehicles to submit a law enforcement interaction plan to the Department of Public Safety describing how to communicate with fleet support, recognize autonomous mode, safely remove vehicles from roadways, and address public safety risks.

Designates the automated driving system as the driver or operator for traffic law compliance purposes and requires proof of financial responsibility equivalent to standard motor vehicle liability insurance before operation.

Allows fully autonomous vehicles to operate on-demand autonomous vehicle networks under existing transportation network company, taxi, and for-hire regulations, and permits commercial motor vehicle operation with automated driving systems engaged.

Requires fully autonomous vehicles to be registered and titled with the Department of Revenue and prohibits state agencies, political subdivisions, and local authorities from restricting their operation or imposing additional taxes, fees, or performance standards beyond those in the act.
