Brings forward the Rose Isabel Williams Mental Health Reform Act of 2020 to reform Mississippi's mental health delivery system with goal of making services accessible in communities where citizens live.

Establishes powers and duties of the State Board of Mental Health including appointing an Executive Director and Medical Director, developing strategic plans, certifying regional mental health centers, and establishing minimum standards for services.

Creates regional mental health and intellectual disability commissions with authority to establish facilities, provide services for mental illness, intellectual disability, alcoholism, and substance abuse, and levy taxes up to 2 mills for operations.

Creates position of Coordinator of Mental Health Accessibility within Department of Finance and Administration to review Mississippi's mental health system, identify service gaps, report quarterly to state officials, and develop plans to increase access to mental health services in underserved areas.

Authorizes regional commissions to create and operate primary care health clinics for their patients and related family members, subject to specified requirements including employment of non-psychiatry physicians and submission of semiannual reports.
