Allows pupils whose parent is transferred or pending transfer to a military installation within Mississippi on active military duty to comply with school district residency requirements.

Requires parents to provide proof of residence in the school district within 10 days after the published arrival date on official military documentation.

Permits parents to use temporary on-base billeting, purchased/leased homes, or off-base military housing as valid addresses for residency purposes.

Requires school districts to accept electronic enrollment applications for military families, including school and program selection and course registration.

Amends Section 37-15-29 to authorize active duty military and civilian military personnel residing off-base to enroll children in schools of choice within their or adjacent school districts, subject to 30-mile transportation limits.
