Reenacts sections 37-153-1 through 37-153-15 of the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004, which establishes a statewide workforce development system.

Extends the repeal date of the act from July 1, 2023 to July 1, 2031.

Maintains the structure of the Mississippi State Workforce Investment Board with 31 voting members, including business representatives (majority), workforce representatives (at least 20%), and government officials.

Preserves the Office of Workforce Development housed at the Department of Finance and Administration with an executive director selected by the board's executive committee.

Continues support for workforce development centers affiliated with community colleges, district councils, and career and technical education incentive grants of $600 per student earning qualifying industry certifications.
