Extends the deadline for nonemergency medical transportation (NEMT) providers to obtain a permit from the Department of Health from July 1, 2023 to July 1, 2024.

Exempts NEMT providers that are Medicaid providers under contract with an NEMT transportation broker from the permitting requirement if the broker periodically inspects drivers and vehicles for compliance with state standards and certifies compliance to the department.

Requires all NEMT providers exempt from permitting under the broker certification provision to register with the department.

Maintains that NEMT providers must comply with state standards for driver qualifications, vehicle safety, insurance requirements, and other operational standards regardless of permitting status.

Prohibits the department from conducting its own inspections of drivers and vehicles that have been certified as compliant by an NEMT broker.
