Allows contract workers employed by state and local government entities to purchase the base plan of the State and School Employees' Health Insurance Plan if they pay the full premium without employer contribution.

Requires government entities to offer the base plan to contract personnel working at least 130 hours per month.

Excludes independent contractors from eligibility to purchase the health insurance plan.

Clarifies that contract personnel are not considered state employees and remain ineligible for the Public Employees' Retirement System and other employee benefits.

Takes effect July 1, 2023.
