Creates the Mississippi State and School Employees' Life and Health Insurance Plan Task Force to study and make recommendations on the State Health Plan's financial condition, governance structure, rate increases, benefits, and comparison with other southeastern states' plans.

Task force membership includes chairs of Education and Insurance Committees from both chambers, Commissioner of Insurance, State Health Plan Administrator, Finance and Administration Executive Director, a Governor-appointed actuary, a Lieutenant Governor-appointed public schoolteacher, and a Speaker-appointed retired state employee.

Task force members must be appointed within 30 days of the effective date, with the first organizational meeting held within 30 days thereafter to select chairman and vice chairman; meetings may be held in-person at the State Capitol or via online platform.

Department of Finance and Administration shall provide administrative and clerical support using existing resources; non-state employee members may receive per diem and reimbursement for mileage and expenses subject to appropriation and task force vote authorization.

Task force shall submit findings, recommendations, and any proposed legislation to the Lieutenant Governor, Speaker of the House, and Education Committee chairs by November 1, 2023, at which time the task force will be dissolved.
