Restricts initiative measures to proposing new laws, amending or repealing existing laws, and establishing that constitutional amendments may only be proposed by the Legislature.

Requires the Chief Legislative Budget Officer to prepare a fiscal analysis of each proposed initiative within ten (10) working days, which must be included on the ballot summary in no more than 50 words.

Establishes new requirements for petition circulators, including mandatory registration, training, notary public certification, and attestation under penalty of perjury that all signatures were witnessed by a third-party witness.

Reduces the maximum number of initiative proposals on a single ballot from five (5) to two (2), and extends the waiting period before substantially similar rejected constitutional amendments can be resubmitted from two (2) years to five (5) years.

Eliminates the legislative alternative process by repealing Sections 23-17-31 and 23-17-33, and changes the approval threshold from requiring a majority vote and 40% of total votes cast to requiring a two-thirds (2/3) vote of the Legislature.
