Creates new Section 43-21-202 to establish that the Department of Child Protection Services has the right to be represented by agency counsel employed by the department at all stages of proceedings involving children in the department's custody or for whom custody may be awarded, including detention, shelter, adjudicatory, disposition, and permanency hearings.

Amends Section 43-21-501 to require youth courts to issue a summons to the Department of Child Protection Services when a petition is filed involving a child for whom the department has custody or may be awarded custody.

Brings forward Section 7-5-1 regarding the powers of the Attorney General for possible amendment.

Takes effect July 1, 2023.
