Establish the Mississippi Vulnerable Person Abuse Registry within the Department of Public Safety containing names of individuals convicted of abuse, neglect, or exploitation of vulnerable persons.

Require courts to notify the Department of Public Safety of convictions related to vulnerable person abuse, with conviction information remaining on the registry permanently unless removed through established due process procedures.

Mandate care facilities to query the registry regarding employees and prospective employees to verify they have not been convicted of vulnerable person abuse crimes.

Allow members of the public to request access to query the registry when hiring caretakers or persons in positions of trust or authority over vulnerable persons, subject to departmental rules and limited access timeframes.

Amend Section 43-47-7 to grant guardians ad litem, court-authorized guardians, conservators, and certain governmental entities access to vulnerable person abuse reports previously confidential.
