Defines "grocery store" as a physical establishment with an inventory of human-consumable items located in a wet county, municipality, judicial district or area.

Authorizes the Department of Revenue to issue grocery store wine-only retailer's permits allowing holders to sell wine at retail in original sealed and unopened packages not for on-premises consumption, effective July 1, 2024.

Permits are not issued to grocery stores located within 500 feet of an existing package retailer's permit holder prior to July 1, 2024.

Increases the maximum number of package retailer's permits one person may own or control from one to six permits.

Sets the annual license tax for grocery store wine-only retailer's permits at $900.00 per location.
