Authorizes issuance of distinctive motor vehicle license tags to state residents supporting the Mississippi Road Builders Association, beginning July 1, 2023.

Requires payment of an additional fee of $30.00 annually per distinctive tag, due at initial application and each renewal, in addition to all standard vehicle registration fees and taxes.

Distributes the $30.00 additional fee as follows: $24.00 to Mississippi Road Builders Association, $2.00 to State Highway Fund, $1.00 to Mississippi Burn Care Fund, and $1.00 to special fund created in Section 27-19-44.2; county tax collectors retain $2.00 per application.

Replacement tags for lost or stolen distinctive plates cost $10.00, with county tax collectors retaining 5% and the remainder distributed according to the same distribution formula.

Distinctive tags are issued by county tax collectors on forms prescribed by the Department of Revenue and must comply with design specifications approved by the Department of Revenue in consultation with the Mississippi Road Builders Association.
