Authorizes the issuance of state general obligation bonds not to exceed $10,195,000 to assist the Jackson Municipal Airport Authority with the Jackson Metro Aeroplex Infrastructure Development Project.

Bond proceeds shall fund planning, design, and infrastructure construction including access roads, water, sewer, natural gas, and electrical service for the project.

Creates a special fund designated "2023 Jackson Municipal Airport Authority Jackson Metro Aeroplex Infrastructure Development Project Fund" to receive and disburse bond proceeds.

Bonds may not be issued after July 1, 2027, and shall mature within 25 years from date of issue with interest rates not exceeding limits set in Mississippi Code Section 75-17-101.

Full faith and credit of the State of Mississippi is pledged to guarantee payment of principal and interest, with bond income exempt from state taxation.
