Creates the Off-Road Commercial Operations Gas Tax Rebate Study Committee to examine and develop recommendations for implementing a gasoline tax rebate for fuel used in off-road commercial operations

Committee must submit findings and recommendations to the Legislature by October 1, 2023, including provisions of current Mississippi law that would need amendment

Committee membership consists of the Commissioner of Revenue, Commissioner of Agriculture and Commerce, Executive Director of Marine Resources, Executive Director of Transportation, Chair of Senate Finance Committee, and Chair of House Ways and Means Committee

Mississippi Department of Revenue shall provide staff and support; state agencies and political subdivisions must provide facilities, assistance, information, and data upon request

Committee dissolves upon submission of its report to the Legislature
