Exempts the Department of Public Safety building project in Pearl, Mississippi (interior construction elements) from Mississippi public purchasing requirements under Sections 31-7-13 and 31-7-13.2

Authorizes the Bureau of Building, Ground, and Real Property Management to directly negotiate and execute the contract using construction-manager-at-risk methodology rather than competitive bidding

Requires the contract to be based on American Institute of Architects (AIA) A133-2019 standards for Owner/Construction Manager agreements, including cost-plus-fee with guaranteed maximum price (GMP) structure

Legislature finds that the project's size and nature justify direct negotiation to achieve savings in construction time and cost

Takes effect upon passage
