Establishes the Mississippi Office of Space and Technology, replacing the former Mississippi Technology Transfer Office, to be administered and staffed by the Mississippi Development Authority.

Grants the Mississippi Development Authority contracting authority to manage the Office of Space and Technology and recommend utilization of space at NASA Stennis Space Center for technology transfer and commercial space activities.

Directs the Office to serve as a conduit between NASA Stennis Space Center, federal laboratories, state and local governments, universities, and the private sector to facilitate technology transfer and economic development.

Requires the Office to perform duties including identifying research areas important to state competitiveness, providing technical information and assistance, facilitating scientist and engineer exchange programs, and establishing technology transfer centers.

Takes effect July 1, 2023.
