Amends Section 21-7-13 to clarify that the mayor's veto power under the council form of government applies only to "affirmative" measures passed by the council, which can be overridden by a two-thirds vote.

Amends Section 21-8-17 to require mayoral council approval before enforcing municipal ordinances or entering into public contracts under the mayor-council form of government.

Amends Section 21-3-15 to specify that mayors cannot implement ordinances or enter into public contracts without prior adoption by the board of aldermen.

Defines "affirmative ordinances" as those requiring mayoral approval, with a ten-day review period and a two-thirds council vote needed to override a mayoral veto.

Takes effect July 1, 2023.
