Allows a school district superintendent to consent to a child's enrollment in a different school within the district, subject to school board ratification and recorded in board minutes.

Permits any child attending school in Mississippi to transfer to any school offering their grade level in any school district, subject to available capacity and the process outlined in Section 37-15-31.

Requires petitioned school districts to acknowledge transfer requests in writing, notify the transferring district, and determine capacity using publicly verifiable data; transfers are approved if capacity exists.

Establishes a random public lottery system if more transfer applicants exist than available capacity; parents are responsible for transportation unless the district provides it.

Takes effect July 1, 2023; modifies related provisions on student transfers and local maintenance fund payments between school districts.
