Authorizes school governing bodies to designate trained employees as "School Safety Guardians" who may carry concealed firearms on school campuses to respond to active shooter situations and threats of death or bodily harm.

Requires School Safety Guardians to possess a concealed carry license, complete firearms safety training, attend law enforcement training academy instruction at least annually, and maintain CPR and First Aid certification.

Provides civil immunity to School Safety Guardians for actions taken within the scope of their official duties, with immunity waived if the guardian fails to carry out those duties.

Establishes a $500 monthly stipend paid by school districts to designated School Safety Guardians.

Directs the Mississippi Department of Public Safety to develop the program, establish training and certification requirements, and exempts School Safety Guardian identities from public disclosure under state public records laws; effective July 1, 2023.
