Establishes the Mississippi School Safety Guardian Program within the Department of Public Safety's Office of Homeland Security, allowing school governing bodies to designate trained employees to carry concealed firearms on campus to respond to active shooter situations.

Requires School Safety Guardians to possess a firearms license, complete law enforcement training academy instruction at least annually, and hold current CPR and First Aid certification; includes criminal background check and psychological screening requirements.

Provides civil immunity from liability for School Safety Guardians acting within the scope of their official duties and pays them a $500 monthly stipend; exempts the identities of guardians from public disclosure under the Mississippi Public Records Act.

Amends Section 97-3-15 to include killing committed in performance of duty as a School Safety Guardian as justifiable homicide and amends Section 97-37-9 to allow School Safety Guardians to assert certified status as a defense to unlawfully carrying a concealed weapon charge.

Directs the Commissioner of Public Safety to establish guidelines for active shooter response in consultation with police chiefs and sheriffs associations; takes effect July 1, 2023.
