School districts must adopt procedures to notify parents of any changes in services, monitoring, or support related to a student's mental, emotional, or physical health and well-being.

School districts cannot prohibit employees from notifying parents about student health information or encourage students to withhold such information from parents, except when disclosure would likely result in abuse or neglect.

Before administering well-being questionnaires or health-screening forms to K-12 students, school districts must provide copies to parents and obtain written consent.

School districts and employees cannot provide or allow instruction regarding sexual orientation or gender identity to K-12 students unless it is age-appropriate and developmentally appropriate.

Certified teachers who fail to comply with restrictions on sexual orientation and gender identity instruction may be dismissed or suspended, and state education agencies must revise counseling frameworks and educator conduct standards by August 1, 2024.
