Establishes the Patriotic Education Grant Program to be administered by the Mississippi Department of Education to promote education inspiring pride in American history in schools.

Allows school districts and teachers to apply for grant funds to support activities including after-school clubs, special speakers, and field trips, with teachers requiring school district approval before applying.

Requires the Department of Education to promulgate rules and regulations for the program administration.

Allocates $5,000,000 in annual grant funding to the Patriotic Education Grant Program.

Allows unspent grant funds to carry over to the next fiscal year rather than reverting to the general fund, effective July 1, 2023.
