Requires each school district in Mississippi, including charter schools, to adopt a policy allowing students to be excused from school to attend released time courses in religious moral instruction for at least 1 hour but not more than 5 hours per week.

Mandates released time policies include parental written consent, attendance records maintained by sponsoring entities, third-party responsibility for transportation and liability, no use of school district funds, and students remaining responsible for missed schoolwork.

Allows students attending released time courses to not be marked absent from school.

Permits school districts to award academic credit for released time course completion based on secular criteria such as classroom hours, course syllabus, assessment methods, and instructor qualifications, without consideration of religious content.

Authorizes any aggrieved person or organization to sue a school district for violations and seek injunctive relief, monetary damages, reasonable attorney's fees, and court costs.
