Requires high school graduates beginning in the 2020-2021 school year to correctly answer at least 60 of 100 questions on the civics portion of the U.S. Citizenship and Immigration Services Naturalization Test.

Allows local school boards to determine the method of administering the civics test and permits students to retake the test until achieving a passing score.

Exempts students who have passed a similar test within the previous three years from the civics test requirement.

Requires high school equivalency diploma applicants to pass the same 60% civics test beginning January 1, 2024, with similar retake provisions and three-year exemptions.

Makes accommodations for students with Individualized Education Programs and takes effect July 1, 2023.
