Reenacts and extends the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004 by moving its repeal date from July 1, 2023, to July 1, 2026.

Establishes the Mississippi Department of Employment Security within the Office of the Governor to administer unemployment compensation and employment services, replacing the former Employment Security Commission.

Creates a 31-member Mississippi State Workforce Investment Board with majority business representatives and prescribes their duties for developing statewide workforce development strategy and managing the workforce system.

Provides for COVID-19 pandemic-related unemployment charges to be excluded from calculations of the general experience rate for employer contribution purposes.

Authorizes the Department of Employment Security to conduct fingerprinting and background investigations on employees, contractors, and subcontractors with access to Federal Tax Information, and establishes related policies and procedures.
