Extends the repeal date of Section 37-17-13(4) from July 1, 2023 to July 1, 2026, allowing the State Board of Education to continue appointing a five-member board to administer failing school districts.

Permits the State Board of Education to appoint a new five-member local school board after a district has maintained a "C" accountability rating for five consecutive years and impairments are substantially corrected.

Requires appointed board members to be residents of the school district and serve initially in an advisory capacity to the interim superintendent for one year.

Establishes a phased rotation schedule where appointed members draw lots to determine individual term lengths (one through five years), after which local election or appointment processes resume.

Prohibits board members or superintendents serving during the state of emergency declaration from holding office in the reconstituted or reorganized district.
