Allows (rather than requires) the University of Mississippi Medical Center to establish a separate unit for treating burn victims known as the Mississippi Burn Center, conditioned on the Board of Trustees determining adequate funding is available.

Removes references to the Mississippi Burn Center from multiple statutes regarding the Mississippi Burn Care Fund, so funds can continue to be appropriated to the Mississippi Department of Health instead of exclusively to the University Medical Center.

Maintains the Mississippi Burn Care Fund structure with deposits from distinctive license tag fees ($2.00 per tag starting January 1, 2018) and allows counties to levy up to one mill in property taxes to support the fund.

Requires the State Board of Health to develop and maintain a plan for delivering burn victim services through the existing trauma care system of hospitals, operational by July 1, 2005, including patient assignment procedures and fund allocation mechanisms.

Clarifies language in the trauma care system statute to reference "Trauma Care Systems Fund" (plural) and makes minor grammatical corrections to related provisions.
