Senate Bill 2839 Summary

• Authorizes municipal governing authorities to perform duties and exercise powers of a public improvement district board when the board is unable or unwilling to do so.

• Allows municipalities to employ district managers, designate treasurers, manage district funds, and select fund depositories on behalf of inactive or non-functioning district boards.

• Grants municipalities authority to exercise all district powers including levying assessments, issuing bonds, setting rates and fees, acquiring property, and entering into contracts when the district board cannot act.

• Applies to districts established within municipal boundaries for improvements including water management, roads, parks, fire prevention, security, waste collection, and other public infrastructure projects.

• Effective July 1, 2023.
