MS SB2843

Establishes a Joint Standing Committee on Legislative Regulatory Oversight consisting of 9 members (4 from Senate, 5 from House) to review agency rules adopted every three-month period beginning July 1, 2023.

Allows the committee to object to agency rules by simple majority vote (5 of 9 members), requiring objected rules to be overturned by general law during the next regular legislative session with at least one committee member as bill sponsor.

Prohibits agencies from issuing rules with substantially the same subject matter as bills pending during an active legislative session until after the session concludes.

Bars agencies from re-adopting any rule that the Legislature has overturned; such provisions can only take effect through enacted general law.

Requires agencies to file all adopted rules with legislative leadership (Lieutenant Governor, Speaker of House, Secretary of Senate, Clerk of House) concurrently with filing to the Secretary of State, and mandates economic impact statements be shared with those same offices.
