Establishes the Mississippi Highway Patrol Retirement Health Insurance Benefit Program, to be administered by the Department of Finance and Administration in coordination with the Mississippi State Personnel Board and the Mississippi Public Employees' Retirement System.

Provides retired Mississippi Highway Patrol members under age 65 with a $250 monthly payment from the state to offset health insurance costs.

Terminates the monthly payments once a retiree reaches age 65.

Exempts the $250 monthly payments from state individual income tax by amending Section 27-7-15, Mississippi Code of 1972.

Creates a special "Mississippi Highway Patrol Retirement Health Insurance Benefit Fund" in the state treasury to fund the program, with unexpended amounts not lapsing to the general fund at fiscal year-end.
