State agencies must purchase small unmanned aircraft systems (drones) exclusively from domestic manufacturers (U.S.-incorporated, American-owned companies) and require collision avoidance systems, effective January 1, 2025.

All maintenance, repair, and technical services for state-owned drones must be performed by domestic service companies incorporated and headquartered in the United States.

Grants a 10% bid preference to Mississippi-based drone manufacturers and service companies in public procurement, with agencies required to solicit at least one bid from a Mississippi manufacturer.

Prohibits state agencies from purchasing or operating drones manufactured or assembled in China, including those with more than negligible Chinese-origin parts, software, or components.

Exempts state institutions of higher learning with federally designated research centers from these requirements when conducting drone-related research.
