Prohibits Mississippi Division of Medicaid from reimbursing any entity for costs of gender reassignment surgery or services.

Prohibits health coverage plans funded wholly or in part by state funds or state-employee contributions from reimbursing or authorizing payment for gender reassignment surgery or services, including the State Health Plan.

Defines "gender reassignment surgery or service" as medical or surgical services that alter healthy anatomical characteristics typical for an individual's biological sex to create characteristics resembling a different sex, including genital and nongenital procedures for gender transition.

Defines "biological sex" based on reproductive potential or capacity, including sex chromosomes, hormones, gonads, and genitalia present at birth, without regard to psychological or subjective experience of gender.

Takes effect July 1, 2023.
