Appropriates $604,310 to the Office of the Attorney General for FY2023 to cover outside legal assistance, expert witness fees, court fees, and settlement agreements, including specific allocations for cases such as Curtis Flowers v. State and Delaughter v. Woodall.

Appropriates $985,000 to the Office of the Attorney General for FY2024 for similar legal expenses, including $350,000 for a Department of Justice CRIPA investigation of MDOC.

Appropriates $20,000,000 each to the Department of Education for FY2023 for the Mississippi Adequate Education Program and the Educational Facilities Revolving Loan Fund Program.

Appropriates $30,000,000 from the Capital City Water/Sewer Projects Fund to the Department of Finance and Administration for FY2024 to assist Jackson, Mississippi with water and sewer system improvements.

Provides additional appropriations to various other agencies including State Veterans Affairs Board ($1,266,025 for FY2024 capital repairs), Department of Public Safety ($932,902 for FY2023), and Mississippi Department of Information Technology Services ($5,500,000 for FY2024 private cloud implementation).
