Appropriates $582,515,843.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Funds support maintenance, affirmative action plans, interest, and repairs for eight universities: Alcorn State, Delta State, Jackson State, Mississippi State, Mississippi University for Women, Mississippi Valley State, University of Mississippi, and University of Southern Mississippi.

Allocates $5,000,000.00 specifically for hiring nursing faculty at IHL Schools of Nursing and $5,000,000.00 for supporting and assisting mental health providers across the IHL system.

Directs the Board of Trustees to use funding increases to raise faculty salaries closer to the Southern Regional Education Board average.

Takes effect July 1, 2023.
