Appropriates $356,409,715 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support, maintenance, and repairs at eight state universities for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Appropriates $1,068,011,156 from federal, student fees, and other special source funds for education and general operations at the same eight universities.

Allocates $1,500,000 from the Ayers Endowment Interest Fund to Alcorn State University ($424,500), Jackson State University ($651,000), and Mississippi Valley State University ($424,500).

Provides specific funding for specialized programs including $485,000 for Jackson State University E-Learning Center, $155,000 for Delta State University E-Learning Center, $900,000 for Mississippi State University - Meridian Branch, and $800,000 for Delta State University's Commercial Aviation Department.

Reappropriates $53,478,000 from the Education Enhancement Fund and $23,000,000 from the Capital Expense Fund for construction, renovation, and equipment projects across all eight universities, with allocation amounts varying by institution.
