Appropriates $37,485,081.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support of designated institutes, laboratories, and programs for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Appropriates $50,218,509.00 from federal, student fees, and other special source funds to support the same institutes and programs for fiscal year 2024.

Allocates specific amounts from both general and special funds to 17 entities including the Center for Advanced Vehicular Systems ($4,703,796 general funds), Gulf Coast Research Laboratory ($8,387,375 general funds), Research Institute of Pharmaceutical Sciences ($3,848,817 general funds), and others.

Requires $175,000.00 of Gulf Coast Research Laboratory funds be allocated for Sea Grants matching, with proportional reductions if the Governor orders budget cuts.

Appropriates $1,375,000.00 from the Capital Expense Fund to Mississippi State University Chemical Laboratory for purchasing water quality testing and related equipment.
