Appropriates $23,502,439.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes $10,419,372.00 in special source funds for the station's operations, with $1,350,000.00 derived from the Education Enhancement Fund.

Establishes performance targets for three research areas: Plant Systems (38.33 scientist FTE, 206 publications), Animal Systems (22.60 scientist FTE, 210 publications), and Health & Sustainable Communities (41.10 scientist FTE, 245 publications).

Requires the agency to report achievement of performance targets in its fiscal year 2025 budget request and to submit budget requests in comparable format and detail to the fiscal year 2024 process.

Prohibits use of appropriated general funds to replace withdrawn federal or special funds, and gives preference to Mississippi Industries for the Blind in purchasing when bids are equal.
