Appropriates $32,306,867 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2024 (July 1, 2023 - June 30, 2024)

Authorizes an additional $14,302,211 in special source funds expenditure, including $1,150,000 from the Education Enhancement Fund

Requires the Extension Service to provide programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in every county

Establishes performance targets including 270,000 direct agricultural educational contacts, 178,000 4-H youth development contacts, and 205,000 family and consumer education contacts

Prohibits use of appropriated funds for attorneys' fees unless the attorney was expressly authorized by the Board of Trustees of State Institutions of Higher Learning prior to performing services
