Appropriates $19,238,518.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation of the College of Veterinary Medicine at Mississippi State University for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes expenditure of $32,764,049.00 from special source funds collected by or available to the College of Veterinary Medicine, including $750,000.00 from the Education Enhancement Fund.

Allocates $125,000.00 specifically for testing, programming, and personnel-related expenses related to Chronic Waste Disease.

Establishes performance targets for the college including 95% of DVM students passing NAVLE at graduation, 95% graduate employment within 12 months, 50 grants/contracts awarded, and specified patient visit and diagnostic test numbers.

Requires the college to submit FY2025 budget requests to the Joint Legislative Budget Committee in comparable format and detail to FY2024, with performance measure achievement reporting.
