Appropriates $6,179,847 from the State General Fund and $128,787,148 from the State Treasury to the Mississippi Community College Board for administrative expenses for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Authorizes 48 permanent positions for the Community College Board and allocates $50,831,802 for the Workforce Education Program and Industrial Training.

Dedicates $34,000,000 from the Education Enhancement Fund for construction, repair, and renovation projects at seven community colleges, including dormitories, health professions facilities, and career and technical education centers.

Specifies funding sources including $30,000,000 from the Workforce Enhancement Training Fund, $2,500,000 from online training program fees, and $574,386 from proprietary school registration fees.

Appropriates $542,459 for the Greenville Higher Education Center and $37,626 for geospatial site licenses, with provisions that industrial training commitments require approval from the Executive Director.
