Appropriates $216,669,562 from the State General Fund and $73,185,786 from special funds to support Mississippi's 15 public community and junior colleges for fiscal year 2024 (July 1, 2023 - June 30, 2024)

Distributes funding through a weighted formula based on full-time equivalent (FTE) enrollment, with weights of 1.0 for academic, technical, and career programs, and 1.19 for associate degree nursing and allied health programs

Allocates $29,203,026 for employee life and health insurance, $10,000,000 for the Education Technology Program, $10,000,000 for the Career and Technical Advantage Program, and $6,750,000 for Workforce and Economic Development Support

Provides $10,000,000 from the Capital Expense Fund for construction, repair, and renovation projects distributed among all 15 community colleges, with Hinds Community College receiving the largest share at $1,572,580

Authorizes $6,800,000 for a 2% salary increase for full-time staff and establishes performance targets including 31.29 total degrees awarded per 100 FTE enrollment and 90.10% in-state job placement rate for career/technical graduates
