Authorizes 1,698 permanent positions and 78 time-limited positions, with restrictions on using vacancy funds for salary increases of current employees rather than new hires

Allocates Capital Expense Funds for specific purposes including $1,000,000 for bulletproof vests and equipment, $1,200,000 for forensic laboratory case backlogs, $1,260,000 for Driver Services Bureau building lease, and $300,000 for Highway Patrol vehicles

Provides $5,000,000 from the Mississippi Department of Transportation for the Commercial Transportation Enforcement Division and $2,900,000 for Capitol Police operational expenses

Establishes performance targets across multiple divisions including enforcement (7% increase in citations, 4% decrease in fatalities), driver services (635,250 licenses issued, 20-minute average wait time), forensic analysis (20,000 case reports), and training academy (240 basic students to graduate)
