Allocates $585,056 in general funds and $474,894,015 in special/federal funds for disaster assistance programs including public assistance, individual and family grants, and mitigation programs

Covers ongoing disaster relief for numerous declared disasters including Hurricane Katrina, Hurricane Zeta, the 2021 Winter Storm, COVID-19 pandemic response, and severe weather events from 2019-2023

Requires the agency to maintain at least 9 Area Coordinators who must reside in or within 50 miles of their assigned districts to assist local jurisdictions with emergency management

Reappropriates $75,500 from the Capital Expense Fund for vehicle purchases and establishes performance targets including 100% of affected population informed during emergencies and 48-hour average delivery time for goods and services
