Appropriates $8,733,452 from the State General Fund and $181,328,744 from special funds (Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund) for Mississippi National Guard operations for fiscal year 2024

Authorizes 886 permanent positions and 27 time-limited positions for the agency

Allocates $1,928,075 for the Youth Challenge Program at Camp Shelby, $642,692 for the Armed Forces Military Museum at Camp Shelby, and $300,000 for the Sonny Montgomery Center for America's Veterans at Mississippi State University

Provides $20,000,000 from the Capital Expense Fund to construct a new Fire, Crash, Rescue Station and renovate the existing fire department building into a Small Air Terminal and Alert Crew Facility

Provides $4,731,500 from the Capital Expense Fund for fiber demarcation point relocation, construction, and rehabilitation at Camp Shelby, including servers, network, hardware, and security upgrades
