Authorizes 5 permanent positions and 0 time-limited positions for the commission

Requires the commission to maintain complete accounting and personnel records in the same format used for fiscal year 2023

Gives purchasing preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service
