Allocates $20,951,886 from the Health Care Expendable Fund, including $16.8 million for Medicaid state share payments, $2 million for fentanyl/drug abuse education and the Mississippi Collaborative Response to Mental Health Act, and $636,374 for crisis centers

Authorizes 6,299 permanent positions and 457 time-limited positions, with restrictions on using vacancy funds for salary increases of current employees

Provides $23,329,000 to expand community-based services for compliance with the U.S. Supreme Court's Olmstead decision requiring treatment in least restrictive settings, and $2,568,169 for 200 additional ID/DD Home and Community Based Waiver slots

Establishes performance targets including serving 98% of mental health clients in community settings versus institutions, diverting 90% of admissions from state hospitals, and reducing the population lacking access to community-based mental health care to 30%
