Appropriates $192,736.00 from the State Board of Massage Therapy Fund to the Mississippi State Board of Massage Therapy for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Requires the Board to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2023.

Directs the agency to submit its fiscal year 2025 budget request to the Joint Legislative Budget Committee using a format comparable to the fiscal year 2024 budget request process.

Establishes preference for Mississippi Industries for the Blind when the agency receives two or more equal bids for commodities or equipment, and in non-competitive purchases.

Takes effect July 1, 2023.
